		<description>I have been that mother holding the  baby. It isn&#039;t because they do not have a car seat. It is because the infant is considered a &quot;lap passenger&quot;. The common sense thing for parents in that situation is that they should use a baby carrier. (thing that looks like a backpack but with cut outs for baby&#039;s head, arms, and legs )</description>
